This briefing paper looks at Nepal's peace process and assesses the outlook for the elections for the country's constituent assembly on 22 November 2007. The paper examines how far election preparations have progressed, sheds light on the behavior of the political parties and comments on issues related to the peace process such as inclusiveness, justice, security sector reform and national development. Subsequently, the paper outlines the role of international actors. It argues that if popular expectations were decisive, they would almost certainly ensure that elections go ahead.
