This report argues that the most effective US strategy against the spread of jihadist ideology should be subtle, sensitive and well integrated. The author advocates US support for struggling states threatened by jihadism in advance of crisis as well as integrating US country teams and their military adjuncts in the host countries. According to him, integrating American diplomacy and military advice should focus first on bottom-up reinforcement of the US diplomatic and military presence in a threatened country without waiting for top-down interagency reform in Washington.
