This paper examines ways to measure progress in the US occupation of Iraq. The author states that there is little common understanding on how to evaluate progress in Iraq. According to him, progress should be evaluated along several dimensions: type, location, causal direction and possibilities for aggregation and sustainability. The author concludes that by the spring of 2008, the US Army should transition to a new role with the goal of decentralizing security in Iraq.
