This paper addresses the failure of the May 2006 Darfur Peace Agreement and recommends measures that the African Union/UN facilitation and other actors should take to address the conflict's root causes. It outlines the evolving conflict-dynamics among the parties involved, analyzes their respective calculations and strategies, and discusses possible spillovers on Sudan's neighbors. Subsequently, the paper identifies steps necessary to arrive at a settlement. It argues that peace talks with broader participation, including that of women, are a first step in a long process.
