This briefing paper examines the state and development of bilateral relations between Russia and North Korea. It identifies Russian aims and ambitions as well as North Korea's responses. The author introduces the history of relations between the two countries and discusses political and military issues, including conventional arms, chemical, biological and nuclear weapons and the Six-Party Talks. Subsequently, the paper addresses economic issues such as energy, railways and North Koreans working in Russia. It argues that there has been slow realignment of both countries' diplomatic and economic interests.
