This report analyzes why a decision to support Kosovo’s transition to conditional independence should not be delayed any longer and how it can be achieved and implemented even without revised UN Security Council authorization. The paper reviews the results of international mediation efforts in late 2007 to find a negotiated settlement between Kosovo and Serbia and identifies their implications on the ground. Subsequently, the paper develops a schedule for Kosovo's transition to conditional independence by May 2008, commenting on diplomatic, economic and political issues.
