This report assesses Georgia's development since the 2003 Rose Revolution, commenting on a growing authoritarianism of President Saakashvili's government and the need for further democratic reform. The paper reviews reasons for and reactions to the popular protests of November 2007, describes the deteriorating course of Russia-Georgia relations and identifies the results of Saakashvili's attempts to reform the country, focusing on the economy, rule of law and the political system. The author argues that the US in particular should make clear it supports democratic principles, not a particular regime.
