This report discusses the need for a thorough reform of Timor-Leste's security sector before the backdrop of violent clashes between the army and the police in April-June 2006. The paper reviews the state and development of the security sector since the country's independence in 2002, outlines the role of foreign donors and the UN and examines specific issues, including the division of labor, governance and professionalization. It concludes that Timor-Leste needs reform of its fragile, inefficient and politicized security sector to become a fully functioning, democratic and secure state.
