This paper provides a conceptual overview of the regional and local dynamics of arms trade and trafficking in Sudan, while clarifying the scale of Sudanese small arms stockpiles. It concludes that the complexity of the arms trade in Sudan must be understood in the context of the political and environmental dynamics of the Horn of Africa, and the country’s domestic, political and macro-economic context.
