This issue of the Russian Analytical Digest examines welfare reform in Russia. Specifically, it addresses the marginalized societal interests and the role of statist-bureaucratic actors. It also considers federal-regional welfare responsibilities and in-kind benefits into cash payments. Additionally, the issue looks at reorganization of financing mechanisms in the Russian educational sector.
