This paper examines the strategies being pursued by Russia and Ukraine in the secessionist Donbas region. It concludes that after three years of violence and many deaths, Moscow has shown that it can indeed destabilize and dominate its neighbor, but that Kiev may still prevail if 1) it manages to diminish government corruption, and 2) external sanctions against Russia remain in place until it withdraws from Ukrainian territory.
