This report provides fresh insights into five Local Administrative Councils (LACs) that are operating in opposition-held Syria. The text’s authors specifically explore these popularly mobilized, service-providing entities’ 1) evolution, practices and influence, and 2) the way that they are perceived by citizens who live in the communities where they operate. The authors ultimately provide eight take-aways from the way LACs govern, and which might be successfully applied elsewhere.
