This report introduces and analyzes the development of the Central African Republic (CAR) with a focus on those factors that drove it toward becoming virtually a phantom state. It outlines the evolution from colonial times to independence, subsequent French interventions and further government instability and crisis. Furthermore, the paper looks at the implications of the elections of May 2005 and points to subsequent regional insurrections. The paper argues that the CAR is at a standstill in the interior and that the situation, which is already extremely bad, could quite possibly get worse.
