This paper focuses on 1) the nascent debate over how to regulate the use of lethal autonomous weapons systems; 2) what direction the debate might take over time; and 3) what the EU can do to engage more proactively in the process. At this stage, however, the stakeholders involved are mostly trying to understand the issues that matter and then identify a clear policy position for themselves. The EU might facilitate things, the text’s author concludes, by providing a structured framework to enhance information sharing, applicable research, and further capacity building.
