This paper draws on extensive fieldwork and interviews in order to explain how the West might intervene more effectively in fragmented Libya. The text’s author argues that in their zeal to tackle terrorism, the UK, France, US and various regional powers have wrongly backed different militias and factions within the country rather than supporting a unity government and addressing the real problems afflicting Libya – i.e., stemming refugee flows and pushing back ISIS. To facilitate the growth of the nascent unity government and stabilize the country, the author closes by recommending 5 tasks the West should perform in the near-term.
