This paper analyzes the parliamentary elections of 2008 in Georgia. It examines the political context of the elections and looks at campaigns, government-opposition dialogue and contested issues. Subsequently, it considers the reforms of the electoral system, focusing on international recommendations and Georgia’s reaction. The authors conclude that the country's medium-term prospects of consolidating democracy in fact appear more worrisome than the albeit important facets of its electoral system and reform.
