This paper examines the global security capacity deficit of the inability of states to govern and police themselves and their regions. It argues that in such cases, the US should adopt a more behind-the-scenes, supporting role. The author proposes a strategy of sustainable security that is multi-leveled and guided by five key principles: prevention, indirection, disaggregation, strategic perseverance and unity and a global economy of force.
