This paper discusses the US overseas military base realignment process begun in the first term of the Bush administration. The author argues that while this realignment rests on generally sound conceptual foundations, its success will depend on the willingness of US President George W Bush's successor to redefine the broader national security policy context in which any base realignment is viewed. The paper provides a regional overview of US troops and offers an evaluation as well as policy recommendations.
