This paper examines relations between Ethiopia and Eritrea after the expulsion of UN peacekeepers from the disputed border area by Eritrea. The authors argue that the impasse between the two countries carries serious risk of a new war and is a major source of instability in the Horn of Africa, most critically for Somalia. After analyzing the situation of frozen conflict between the two countries, the authors make recommendations to the governments of Ethiopia and Eritrea and to international actors such as the UN Security Council, the US and the EU.
