This report argues that seven years after the end of its civil war, Sri Lanka’s “democratic space” has reopened but is under strain, primarily because of powerful opposition forces, overlapping institutions and a weakened economy. The text’s authors additionally examine 1) the progress that’s been made and yet to be made in governmental reforms, and 2) how proposed transitional justice mechanisms might be used to make the reform process more meaningful and effective.
