This follow-up report reviews the international trade in small arms and light weapons in 2013. In addition to identifying the year's top importers and exporters, the report also 1) analyzes changing trade patterns and reporting practices from 2012 to 2013, and 2) uses the 2016 Transparency Barometer to identify the most and least transparent small arms exporters in the world. With average scores falling below 50 percent, there is obvious room for improvement in the last case, which could be facilitated by greater transparency in the approval and denial of export licenses.
