This publication examines the military history of the Lord’s Resistance Army in Sudan and the challenges faced by the Juba-based negotiators leading the peace talks. The analysis is based on interviews the author conducted with a range of Ugandan and Sudanese civilians and community leaders. The author argues that negotiations are undermined by depoliticized coverage and one-sided portrayals of the war sponsored by the governments in Sudan and Uganda.
