This paper examines the legacy of armed group activity in Eastern and Central Equatoria States, specifically the linkages between internal struggles of the two civil wars in Sudan and widespread insecurity today. The author highlights challenges in implementing the Comprehensive Peace Agreement in the Eastern and Central Equatoria States by focusing on the economic roots of the conflict and failures in the disarmament process. He suggests that policymakers broaden their perception of security to human security.
