The publication discusses actions undertaken by a broad constituent of actors, at all levels, to address problems associated with small arms. The report evaluates progress in terms of the criteria spelt out in the Global Public Policy framework. It concludes that international focus on arms, via the UN, should be approached through a multidimensional lens and not exclusively in terms of national security.
