The publication examines the transference and impact of illegal small arms and light weapons (SALW) in Sri Lanka, beyond the scope of the Tamil Tiger conflict. It examines background and context, identifies sources of supply and support and reviews the social and humanitarian cost and impact of illegal SALWs. The author argues that the peace process is jeopardized by weapons circulated across the country by organized criminals and splinter groups opposed to the government.
