This paper examines the developments that led to an Indonesian governmental decree to freeze the activities of the Ahmadiyah sect, focusing on the influence of hardline Islamic groups. It outlines the history of the decree, identifies groups involved in the process and addresses the policy of President Susilo Bambang Yudhoyono. It argues that Yudhoyono's desire to maintain the coalition of Islamic parties to support his re-election in 2009 is a key factor for understanding the government's policy.
