This report assesses the successes and failures of the Palestinian Authority (PA) under the leadership of Salam Fayyad. It looks at the PA's security plan, identifies persistent security challenges and reviews economic development. Subsequently, the paper discusses internal dissent among the Palestinians, commenting on the issues related to Hamas and Fatah. It argues that as long as the unnatural division between the West Bank and Gaza endures, and democratic institutions are unable to function, it will be difficult both to plan for long-term, sustainable improvement and to seriously advance the peace process.
