This report studies public statements and propaganda materials of Afghanistan's Taliban. It examines how the Taliban seeks to project itself, how words measure up against actions, the coherence and clarity of stated goals and links to broader networks. The author outlines the methods the Taliban uses to spread its message, what it says with respect to the foreign presence, legitimacy and power and identifies what it does not say. Subsequently, the paper addresses other, non-Taliban sources of information and propaganda. It finds that the Taliban has proved adept at fueling existing grievances, suspicions and perceptions.
