This paper examines the objectives and practices of US aid spending, which may suffer deep cuts in the Trump administrations proposed 2018 budget. While the long-term effectiveness of development, humanitarian and political aid remains a subject of debate, senior military leaders continue to argue that military aid remains a critical component of the US’ global leadership.
