This paper discusses Kyrgyzstan's development under the leadership of Kurmanbek Bakiyev, commenting on control by the ruling family, corruption and a monopoly over economic and political patronage. It describes how Bakiyev successfully stabilized his rule by a reform of the political system, reviews the results of this move and examines his economic policies, which point toward rapid privatization. Furthermore, the paper explores the implications of Kyrgyzstan's energy crisis for the stability of the regime. It concludes that Bakiyev's consolidation of power was carefully planned and executed, but it has not resolved Kyrgyzstan's political instability.
