This paper addresses the challenges ahead for Sierra Leone President Ernest Bai Koroma and his All People's Congress (APC), focusing on the transition from donor-driven post-war reconstruction to democracy-driven national development. It summarizes the results of the 2007 elections that led to the APC government, outlines its record and identifies developments in the fields of anti-corruption and post-war social change. Subsequently, it points to existing policy options. The paper argues that 2012 may prove a bigger test for Sierra Leone's fledgling democracy than 2007.
