This paper analyzes the EU's decline at the UN in three key forums: the General Assembly, the Human Rights Council and the Security Council. The authors argue that while the EU's members insist that the UN is central to their vision of international order and universal human rights, the UN is increasingly being shaped by China, Russia and their allies, with the EU losing ground as a consequence. The paper concludes with policy recommendations for improving EU internal coordination and external coalition building to help shape a new EU narrative at the UN.
