This policy brief offers an assessment of whether Russian President Dmitry Medvedev represent a new opportunity or false hope in EU-Russia relations. It addresses four questions, each prompted by one of the salient features of the system developed by Putin in Russia: will Medvedev act like a democrat; how will the proposed cohabitation with Putin work; will Medvedev eventually be his own man; and will Medvedev’s rise to power lead to a rapprochement between Russia and the West.
