This paper lays out a phased Middle East strategy that the incoming US administration could pursue from 2017-24. The strategy involves immediately pursuing a detailed Middle East foreign policy agenda when it enters office, next resetting relations with key regional partners, then negotiating agreements to end the area’s civil wars, and finally leveraging the agreements to build new security institutions in the Middle East.
