This publication discusses Kosovo's state-building process and identifies the unmet commitments of the international community. The authors argue that although major violence has been avoided, economic aid has been pledged and the first tentative measures to produce effective statehood have been taken, the region is still a sensitive area and transitional arrangements are characterized by Serb defiance. The authors conclude with recommendations for the European Security and Defence Policy, the government of Kosovo and the government of Serbia.
