This report discusses the need for security sector reform (SSR) in Haiti, commenting on the situation following the dissolution of armed gangs in early 2007. It outlines the country's security situation, discusses the steps necessary for police and justice reform and suggests measures to improve the situation. The paper argues that decisive and swift headway with SSR is a vital part of any durable solutions to Haiti's political, economic and security problems and points to the need for a functioning and professional police force.
