This report discusses the conflict between Iraq's federal government and Kurdish representatives over Kirkuk and other disputed areas, pointing to the economic stakes involved. It reviews the conflict history, addresses the escalating conflict over oil and the hydrocarbons law and assesses possible compromise solutions. The paper argues in favor of a grand bargain involving all core issues, including the territorial issues, revenue sharing, federalism and constitutional revisions.
