This briefing provides a snapshot of the situation in Georgia during the August 2008 war with regard to the ceasefire implementation. It examines internal developments in particular, with attention shifting from the conflict zones to Tbilisi. It argues that whether the government and opposition groups can cooperate in the national interest to lessen tensions largely depends on whether urgently needed domestic reforms are implemented. These include, among others, lifting both formal and informal controls over television outlets, building a truly independent judiciary, and eliminating high-level corruption.
