This report analyzes the Juba process between the Ugandan government and the Lord's Resistance Army (LRA). It outlines the development of the Juba process, details its main provisions and suggests ways to end the conflict in Northern Uganda. The paper argues that it would be catastrophic if the Ugandan government were to squander the opportunity to bring closure to the conflict by not making a full response to the Northerners' demands for improved governance and genuine reconciliation.
