This paper addresses the tensions in the camps of internally displaced person (IDP) and refugees in Darfur. It examines the respective positions of both the government of Sudan and the rebel movements. The author argues that these camps are neither militarized nor neutral, humanitarian spaces. According to her, they have become strategic sites for political and economic activity where the population has little choice but to engage in complex allegiances in order to achieve physical security and access to the political process.
