Because of war’s inherently interactive nature, victory often depends on which side is able to recognize the problems or gaps in its performance most quickly and then adapt accordingly. The author of this text explores how the US military tried to close strategic-level gaps in Afghanistan, particularly in its late 2009 (and beyond) surge. While performing this task, the author also 1) reviews the existing literature on assessment and adaptation (A&A), and 2) provides an analytical framework for strategic-level A&A.
