This report looks at course and results of security sector reform (SSR) in Liberia, concentrating on the SSR experience since the signing of the Comprehensive Peace Agreement (CPA) in August 2003. It outlines the historical failure of the security sector, identifies political, economic and social security threats and describes the results of attempts to reform the army, the police and other security agencies. The paper points to an overall positive result of SSR which is partly explained by the opportunity to rebuild parts of Liberia's security sector from scratch, avoiding past mistakes.
