This paper discusses the threat that militant jihadi groups pose to regional stability and Pakistan's fragile democratic transition. It reviews the development of jihadi militancy, describes the regional distribution of militant extremists over the country and assesses the government's responses to this challenge. The paper argues that the Pakistani government must assert civilian control over foreign policy and counterterrorism if it is to roll back the tide of religious extremism.
