This report addresses the potential for reconciliation in Turkish-Armenian relations and identifies policies that both Turkey and Armenia as well as involved external actors can adopt in an effort to support a normalization process. The authors argue that reconciliation is at a crucial stage - having overcome a decade-long stalemate - and should be supported by active diplomacy, detailed negotiations on a settlement and a carefully directed historical reconciliation process. External powers, particularly the US and the EU, should remain cautiously optimistic but measured in their actions vis-a-vis Turkey and Armenia, the authors conclude.
