This paper discusses US policy toward North Korea's nuclear program. It assesses the most significant policy debates taking place in the literature on North Korea over the past 20 years, beginning with the George H W Bush administration. Through an analysis of these lessons, the authors demonstrate that even as the scope and range of concern about North Korea have expanded, the fundamental questions about US strategy have remained consistent. More importantly, many of these questions remain unanswered. The Obama administration will have to struggle with the challenges highlighted to succeed in dealing with North Korea.
