Formulating an effective Iran policy will be challenging for the Trump administration, particularly if it hopes to 1) curb Tehran’s regional influence; 2) deter “provocative measures”; and 3) prevent violations of the JCPOA nuclear agreement. In response, this text argues that Trump should pursue two ends – i.e., strike a balance between deterrence and open dialogue, and help strengthen moderate elements within the Iranian government.
