What should European foreign and security policy decision-makers focus on today to help prepare for, or avoid, events of major consequence that may occur in the mid- to long-term future? To help find out, Florence Gaub et al explore current strategic trends related to emerging challenges, Europe’s neighborhood and beyond to establish twelve possible scenarios set in 2021. The scenarios include 1) the hijacking of a foreign submarine within EU territory; 2) a Turkish-Russian clash in the Caucasus; 3) a US withdrawal from Europe, and more.
