This brief reviews the status of South Sudan’s police forces and the transformation challenges they continue to face. According to the text’s authors, the forces still lack a culture of democratic policing, which means that in the absence of broader political and economic reforms, they will remain a tool of repression for the country’s quarreling political factions and elites.
