This paper discusses the ways in which nations and organizations such as NATO and the EU might better prepare themselves to deal with the threats posed by hybrid warfare (HW). More specifically, the text’s author 1) defines HW and the myriad dangers it poses; and 2) examines what nations and transnational organizations should do to enhance their resilience against the effects of this type of conflict, to include setting up cooperative "Resilience Readiness Centres."
