This report looks at the major executive decisions made by Uzbekistan’s new president, Shavkat Mirziyoyev, during his first 100 days in office. Given Mirziyoyev’s struggles with the domestic economy, unpredictable neighbors, and growing jihadist threats, the text’s author argues that Uzbekistan’s partners need to find a balance between building a relationship with the new administration and yet not avoid critiquing ex-President Karimov’s dubious legacy.
